USA-S Volunteers

USA Swimming is a non-profit organization made up of very dedicated volunteers! Interested
individuals donate their time, energy and expertise at every level from the national Board of Directors
to the local swimming clubs. There are 50 standing committees. Staff liaisons, along with these
committees, create, implement and evaluate USA Swimming programs. The House of Delegates
meets annually to determine the rules and regulations for the following year. Between yearly
meetings of the House of Delegates, an elected USA Swimming Board of Directors is charged with
the responsibility of making decisions for USA Swimming.

Who is a Volunteer?A volunteer is a person who is willing to help perform any one of the necessary
jobs in USA Swimming and your club. Your role as a volunteer is important to our sport. You can be
actively involved in your child's swimming program and can also be instrumental in strengthening
swimming in the United States. With a positive attitude and a willingness to lend a hand, you will also
have a great impact on your child's athletic environment, and love of swimming.There are unlimited
opportunities to get involved to help in almost any capacity. The rewards are meeting new people,
making new friends and having that great feeling that you have helped one of the organizations in
which volunteers are the most important people.Give volunteering a try. Any contribution you can
make will be appreciated. Ask the coach of your team what you can do to help. He will appreciate the
offer and put you in touch with appropriate people on your team that will place you in an area where
your best skills are used to make the swimming experience joyful for everyone on the team. If your
club has a booster organization, find out how to join.

Volunteer Jobs -- There are unlimited opportunities to get involved in almost any capacity. USA
Swimming is always looking for enthusiastic volunteers. Finding a way you can contribute is the most
important thing to remember.

Volunteer Retention -- Communication is a key factor in retaining volunteers. By keeping everyone
well informed, your program will function more efficiently and your volunteers will feel more involved.
Be sure to use volunteers in areas that enhance their interests and skills.

TO:  SUMMER SWIMMERS, COACHES AND PARENTS

The Officials at a swim meet.  The Officials are there to “ensure a fair and equitable competition.”  
That is their job as defined by US Swimming. Many details make up this job, and that is why the
officials must know the rules and must be trained and certified.  There are three kinds of officials.

The Referee is seen blowing the whistle, but he/she does much more.  The referee is responsible
for the entire meet, including safety issues, a smooth flow of events, timing, scoring, the concerns of
the coaches, and many other issues. There is a US Swimming  rule book for all this.

The Starter is responsible for getting a “fair start” off on every heat, and this is not always easy.  The
Starter is the person who says, “Take your mark”, and then activates the starting beep when the
swimmers are ready.

The Stroke and Turn Judges are the people who watch every swim to make sure the stroke is
performed legally.  There are very specific rules for what is a legal stroke.  The coaches work on this
every day in practice, and it is a big accomplishment for a young swimmer to be able to swim the
stroke legally.  This is the first goal, before they work on swimming fast.   

Many other people work to run a swim meet, especially the timers, the scorers, and the clerk of
course, and they are all essential.  

If you would like to become an official, I recommend working first at some of  the other jobs, and
being around swimming for at least one year. The path to becoming a JCSC official is explained on
this website.  If your child swims year round you might consider becoming a USS official.

Who I am and why I am training Summer League officials.  So, . .  I’m
Linda Reeves, and I’ve been
involved with swimming in Jefferson County now for 21 years, thanks to having four children who
swim.  They all started as “Guppies” in Summer League, and they went as far as they wanted.  For
one that was 2000 Olympic trials, and for one it was quitting swimming to play football. Two swam in
college, three coached, and the 17 year old is still swimming and coaching!  I probably have worked
at every meet they were ever in, and many that they were not, and in “real-life” I am a pediatrician.  I
have found that my true love with this sport is at the grass-roots level; getting new swimmers and
their parents involved. Swimming is a fantastic sport, for many reasons.  Please feel free to email me
