Certification Rules for JCSC Officials

 

 

 

General Information

1.             Any USA Swimming (USS) certified official may work as a JCSC official without further qualification except for required attendance at JCSC sponsored clinics.

2.             Any YMCA (NCAA) certified official may work as a JCSC official without further qualification except for required attendance at JCSC sponsored clinics.  (Note: JCSC meets are judged using USS stroke and turn rules and YMCA certified officials must be familiar with these rules.)

3.             JCSC certification for non-USS or non-YMCA certified officials requires that the following conditions and expectations be met.

5.             All certification tests and re-certification tests for JCSC officials should be mailed to the JCSC Officials Testing Coordinator.  The Official Coordinator’s name and address for the current season is listed in Appendix A.

6.             Officials, when first certified, must take the re-certification test after one year.  Thereafter, the re-certification test must be taken every other year.

 

Starter and Referee

 

Expectation

The starter and referee share the responsibility for the proper and timely conduct of any JCSC meet in which they participate.  The starter and referee are expected to become familiar with the appropriate JCSC Rules as well as the USS rules book.

 

Initial Certification and Credentials

1.             All sections of the USS official certification test for the appropriate year must be completed and graded per the instructions on the test.  Once the test has been successfully completed, JCSC will furnish a card.

2.             Each starter and referee must attend an official’s clinic as sponsored by JCSC at the beginning of each competition year.

3.             While deck experience is not a requirement, it is highly recommended.  Experience may be gained by working with a host JCSC team during the summer or by working with one of the year-round teams which host local USA meets.  Teams that may host USS meets are BSL, HBT and MBST.

 

Re-certification (including former USAS apprentice officials).

1.             All sections of the USS official re-certification test for the appropriate year must be completed and graded per the instructions on the test.  Once the test has been successfully completed, JCSC will furnish a card.

2.             Each starter and referee must attend an official’s clinic as sponsored by JCSC at the beginning of each competition year.


Stroke & Turn Official

 

Expectation

The stroke and turn official is responsible for fairly officiating JCSC meets in accordance with USS/JCSC rules.  The JCSC official shall always give the swimmer the benefit of the doubt.

1.             Appropriate sections of the USS official certification test for the appropriate year must be completed and graded per the instruction on the test.  Once the test has been successfully completed, JCSC will furnish a card.

2.             Each stroke and turn official may attend an official’s clinic as sponsored by JCSC at the beginning of each competition year.
